摘　　要：近年来,地方政府债券在深化供给侧结构性改革、有效推进在建项目建设、促进产业转型升级等方面起到了积极作用,但日益增大的债务规模对财政资金的可持续性也提出了严峻的考验。本文对吉林省省级和地市级存量地方政府债券状况及风险进行了分析,指出吉林省政府债券在支持地方经济发展中发挥了重要作用,风险总体可控,但也存在发行成本较高、短期内偿债压力较大、债务水平与地方财政水平不匹配、个别区域风险突出等问题,并提出了相关意见建议。In recent years,local government bonds have played a positive role in deepening supply-side structural reform,eff ectively promoting the construction of projects under construction,and promoting industrial transformation and upgrading.However,the ever-increasing debt scale also poses a severe test to the sustainability of fi nancial funds.In this paper,the stock of jilin provincial and municipal state and local government bonds risk was analyzed,and pointed out that jilin province government bonds play an important role in supporting local economic development,overall controllable risk,but there are also issued the high cost,short term debt service pressure is bigger,debt levels and local fi nance level does not match,individual outstanding problems such as regional risks,And put forward the relevant opinions and suggestions.
