乡村振兴战略背景下民族杂居牧区公共文化服务体系建设研究

摘　　要：多民族杂居牧区是多民族文化相互交融、相互渗透的场域,其公共文化服务体系建设在推动乡村文化振兴时,也兼具铸牢中华民族共同体意识的功能。当前此类地区的公共文化服务建设仍存在与牧民生产生活节律脱节、与牧民文化的多样性和有序性分离、缺乏民族交往交流交融的持续性、缺失流动公共服务的机能等问题。历史上代表“小传统”的民间公共文化活动是深度展现文化交融特征的平台,它既符合牧民的生产生活节律,又通过仪式程式强化牧民的集体意识,进一步增进了各民族间的交往交流交融。在构建“民族+文化”的服务体系模式时,多民族杂居牧区呈现的是一种由国家主导自上而下的大传统文化与自发嵌入国家体系的小传统文化相互融合的典型范式,这既深化了各民族文化互动、交融的自觉程度,也为民族杂居牧区提供了可借鉴的模式建设路径。The multiethnic pastoral area is a field where multiethnic cultures blend and influence each other.The construction of its public cultural service system,while promoting the revitalization of rural culture,also has the function of enhancing the sense of the community of the Chinese nation.At present,the construction of the public cultural service system in such area still has problems such as the disjunction with the rhythm of the herdsmen s production and life,the separation from the diversity and order of the herdsmen s culture,a lack of continuity of ethnic communication,exchanges and integration as well as a lack of efficiency in mobile public services.The public cultural activities of the local folks,which represent“local traditions”in history,are a platform to truthfully show the characteristics of cultural integration.They not only conform to the rhythm of the herdsmen s production and life,but also enhance the collective consciousness of the herdsmen through ritual procedures,further promoting the communication and integration among various ethnic groups.When constructing the model of the“ethnic+culture”service system,the multiethnic pastoral area presents a typical paradigm of the integration of the great traditional culture led by the state from top to bottom and the local traditional cultures of ethnic groups spontaneously embedded in the national system.This not only deepens the self-consciousness of the cultural interaction and integration of various ethnic groups,but also provides a construction model for the multiethnic pastoral area of China.
