摘　　要：在“健康中国”的背景下,政府作用和市场行为形成合力,商业健康保险在多层次社会医疗保障体系中的作用日益重要。商业健康保险政策效力和市场绩效之间关系的研究,有助于从供给侧为商业健康保险政策制定及市场结构优化提供建议。选取2002年以来中国主要商业健康保险政策文本进行计量分析,分阶段、分维度、加权重测算政策效力,对政策效力与保险公司绩效关系进行研究。研究表明,商业健康保险政策效力得分整体处于较低水平,政策效力提升对公司绩效有促进作用,政策的全面性、深入性和有效性有待提高。In the context of“Healthy China”,government and market behavior form a joint force,and the role of commercial health insurance in the multi-level social medical security system is becoming increasingly important.The research on the relationship between policy effectiveness and market performance of commercial health insurance market is helpful to provide suggestions for policy formulation and market structure optimization from the supply side.This paper selects the main commercial health insurance related policy texts in China since 2002for quantitative analysis,and measures the policy effectiveness by stages,dimensions and weights.the relationship between policy effectiveness and insurance company performance is studied.The results show that the overall score of commercial health insurance policy effectiveness is at a low level,the improvement of policy effectiveness can promote corporate performance,and the comprehensiveness,depth and effectiveness of the policy need to be improved.
