基于政策工具的我国医养结合政策文本分析

摘　　要：目的选取我国医养结合方面的政策文本为研究对象,分析我国医养结合政策文本的特点和其中存在的问题,探究政策优化的方法。方法以政策工具维度和政策参与主体维度构建二维分析框架模型,依据内容分析法对筛选纳入的26份政策文本进行分析,得到有效编码162条。结果政策工具运用与政策参与主体的分布都呈现出不均衡的态势,各项占比相差悬殊;参与主体在医养结合政策中与各项政策工具未产生有效交互,形式较为单一。结论加强政策工具使用的协调性,合理使用环境型政策工具,适度提高供给型和需求型政策工具的使用频率;加强各参与主体的均衡性,强化社会组织和健康产业在医养结合政策中的作用;加强各参与主体和政策工具交互融合的多样性,提高协同效应。Objective The policy text of China’s health care integration is selected as the research object,analyzing the characteristics and problems of China’s health care integration policy text,and exploring the methods of policy optimization.Methods A two-dimensional analysis framework model was constructed by combining the policy instrument dimension and the policy participant dimension,and the 26 policy texts included in the analysis were analyzed using content analysis,and 162 valid codes were obtained.Results The distribution of policy tools and policy participants is uneven,with a huge difference in the proportion of each;the participants do not effectively interact with each policy tool in the policy of health care integration,and the form is relatively homogeneous.Conclusion Strengthen the coordination of the use of policy tools,reasonably use environment-based policy tools while moderately increasing the frequency of supply-based and demand-based policy tools;strengthen the balance of each participating subject,and enhance the role of social organizations and the health industry in the policy of health care integration;strengthen the diversity of the interaction and integration of each participating subject and policy tools,and improve the synergistic effect.
