摘　　要：通过分析科学完善的QHSE管理体系的特征和目前石油企业QHSE管理体系运行中存在的问题,从完善体系文件、改进能力、改进机制和科技支撑等四个方面提出了推进QHSE管理体系有效运行的措施和对策,探索推进QHSE体系健康运行有效途径。By analyzing the characteristics of the QHSE management system and the existing problems in the current petroleum enterprise operation,it puts forward measures and countermeasures to operate the system more effectively by improving documents fulfillment,ability,mechanism and scientific support,explores the healthy operation of QHSE system.
