“双循环”新发展格局下两岸经济融合发展机制研究--以经济网络为理论视域

摘　　要：两岸经贸关系日益紧密,两岸经济融合发展不断推进。经济网络理论认为市场主体和区域联系是多层次、差异化的,强调个体间和区域间的相互作用机制,这与两岸经济融合发展过程中表现出的网络化结构特征存在着高度契合性。当前两岸紧密的经济联系为多维度构筑两岸经济网络提供了现实基础。因此,应以大陆构建“双循环”新发展格局为契机,推动大陆的地方政府和台湾地区各县市政府构建政府网络,为两岸合作搭建桥梁、提供制度保障;引导两岸实体商贸平台和虚拟商贸平台共同构建商贸网络,促进两岸要素流动便捷化、高效化;依托“一带一路”、自由贸易区(港)、粤港澳大湾区建设构建区域网络,深化两岸合作机制、加强双方经济联动。通过“三位一体”的两岸经济网络布局,助推两岸经济融合发展跃上新台阶。The cross-Strait economic relations have become increasingly close,and the economic integration and development between the two sides is progressing.The economic network theory believes that the market subject and regional connection are multi-level and differentiated.It emphasizes the interaction mechanism between individuals and regions,which is highly consistent with the characteristics of network structure in the process of cross-Strait economic integration and development.The current close economic ties between the two sides of the Taiwan Straits provide a realistic basis for building a multi-dimensional cross-Strait economic network.Therefore,we should take the opportunity of building a new development pattern of“Double Circulation”in the mainland,promote the local governments in the mainland and the municipal and county governments in Taiwan to build a governmental network,build bridges and provide institutional guarantees for cross-Strait cooperation;guide the cross-Strait physical and virtual commercial and trading platforms to jointly build a commercial and trading network,and promote the convenient and efficient flow of cross-Strait elements;rely on the construction of the“the Belt and Road”,the free trade zone(Hong Kong),and the Guangdong-Hong Kong-Macao Greater Bay Area,build a regional network,deepen the cross-Strait cooperation mechanism,and strengthen the economic linkage between the two sides of the Straits.Through the“tri-”cross-Strait economic network layout,we will promote cross-Strait economic integration and development to a new level.
