“印太”视角下印度与东盟国家海洋安全合作新动向

摘　　要：随着印太地区在全球战略地位和价值的不断凸显,印度推出“印太构想”来加强在该地区的战略部署,目标是打造有利于印度的地区环境,助推印度的快速发展。东盟在印度的“印太构想”中居于核心地位,强化与东盟的海上安全合作是印度推动“印太构想”和实现印度海洋战略的重要举措。莫迪政府连任以来,通过完善与东盟国家的海上防务合作机制、增加对东盟国家的海洋武器出口、强化与东盟国家海上军事演习和提高对东盟国家海洋安全援助等措施加强双边海洋安全合作。印度的海上行动既反映了其希望巩固在东盟的经济利益、谋取海洋大国地位和遏制中国迅速崛起的内在诉求,也表明了美国“印太战略”的发展对印度的驱动作用。尽管印度—东盟的海上安全合作面临着利益诉求差异大、印度海上综合实力较弱、合作机制有待完善等局限,但是双边海上安全合作也产生了一系列影响,就印度而言,增强了在东南亚地区的影响力和话语权,拓宽了与东盟国家的合作渠道;就东盟而言,一定程度上也增加了安全收益;对中国而言,使中国周边的海洋安全环境更加复杂;就美国而言,双边的海上安全合作必然对“印太战略”的推进产生多方面的影响。As the global strategic position and value of the Indo-Pacific region continue to highlight, India immediately launched the “Indo-Pacific Concept” to strengthen its strategic deployment in the region. Since the Modi government was re-elected, India has strengthened bilateral maritime security cooperation by improving the maritime defense cooperation mechanism with ASEAN countries, increasing the export of maritime weapons to ASEAN countries, strengthening maritime military exercises with ASEAN countries, and increasing maritime security assistance to ASEAN countries. Indias maritime actions reflect its inherent desire to consolidate its economic interests in ASEAN, seek the status of a major maritime power, and contain China’s rapid rise;it also shows the driving role of the development of the “Indo-Pacific strategy” of foreign powers such as the United States on India. Although India-ASEAN maritime security cooperation is faced with the limitations of different interest demands, weak Indian maritime comprehensive strength, the cooperation mechanism needs to be improved, and the interference of external forces, the bilateral maritime security cooperation has also produced a series of impacts. As far as India is concerned, it has enhanced its influence and voice in Southeast Asia, consolidated and expanded its all-round cooperation with ASEAN countries;as far as ASEAN is concerned, it has increased its security benefits to a certain extent;the surrounding marine security environment is more complex. As far as the United States is concerned, bilateral maritime security cooperation will inevitably have multiple impacts on the advancement of its “Indo-Pacific strategy”.
