基于DID模型的公共体育服务体系示范区创建效益研究

摘　　要：公共体育服务体系示范区肩负探路示范的重要使命,是推进全面建成小康社会进程的体育惠民项目,也是政府为推动地区公共体育服务发展及促进地区经济增长的一项政策创新。实证研究公共体育服务体系示范区建设的政策实施效益,对构建符合当地实际、布局合理、运行有效的公共体育服务体系示范区以及科学制定相关配套政策具有重要理论意义。以2005—2019年江苏省13个地级市的面板数据为研究样本,构建双重差分模型(DID)的同时,运用政策计量方法深入探赜示范区建设的政策效益。研究发现,示范区的创建与地区经济增长存在正相关关系;示范区创建对拉动地区经济增长有显著正向影响,呈现出积极的驱动效果,稳健性检验也进一步佐证了相关研究。根据研究结果,提出针对性的对策建议。The demonstration zones of public sports service system have the important mission of exploring and demonstrating,and are a sports project for the benefit of the people to promote the process of building a moderately prosperous society,as well as a policy innovation of the government to promote the development of public sports services and economic growth in the region.The empirical study of the policy implementation benefits of the construction of public sports service system demonstration zones is of great theoretical significance for the construction of a public sports service system demonstration zone that meets local realities,has a reasonable layout and operates effectively,as well as the scientific formulation of relevant supporting policies.Using the panel data of 13 prefecture-level cities in Jiangsu Province from 2005 to 2019 as the research sample,a double difference model (DID) was constructed while the policy measurement method was applied to explore the policy benefits of the construction of demonstration zones in depth.The study finds that there is a positive relationship between the creation of demonstration zones and regional economic growth;the creation of demonstration zones has a significant positive impact on driving regional economic growth,showing a positive driving effect,and robustness tests further corroborate the relevant research.Based on the research findings,targeted countermeasure suggestions are put forward.
