农地产权制度改革能否促进农业现代化发展效率?--基于农地“三权分置”改革的实证检验  

Can Reform of the Agricultural Land Property Right System Promote the Development Efficiency of Agricultural Modernization?An Empirical Test Based on the Reform of the Separating Rural Land Rights

摘　　要：基于2007—2020年省级面板数据,运用DEA模型测度2007—2019年我国各省农业现代化发展效率,采用面板Tobit模型实证分析农地产权制度改革对农业现代化发展效率的效应。研究发现:农地产权制度改革促进了农业现代化发展效率提升,同时存在区位异质性、要素禀赋异质性和政府能力异质性。第一,东部地区和中部地区农地产权制度改革效应较为显著,中部略高于东部,西部地区农地产权制度改革效应不显著。第二,在中要素禀赋和低要素禀赋地区,农地产权制度改革对农业现代化发展效率的效应显著为正,高要素禀赋地区农地产权制度改革对农业现代化发展效率的效应不显著。第三,农地产权制度改革对农业现代化发展效率的边际效应随政府能力由强变弱依次递减。机制检验表明,农地产权制度改革通过加速农地流转的中介效应显著提升了农业现代化发展效率,而农村劳动力转移的中介效应不明显。Agricultural land property right system is the basic system that guarantees agricultural and rural development in China.Based on the provincial panel data from 2007 to 2020,the DEA model is used to measure the agricultural modernization development efficiency of various provinces in China from 2007 to 2019,and the panel Tobit model is used to empirically analyze the effect of the reform of the agricultural land property rights system on the agricultural modernization development efficiency.The research found that the reform of the agricultural land property rights system has promoted the efficiency of agricultural modernization development on the whole.The results of heterogeneity analysis show that:First,there is regional heterogeneity in the reform of the rural land property rights system.The effect of the reform of the rural land property rights system in the eastern and central regions is relatively significant,the effect of the reform of the rural land property rights system in the central region is slightly higher than that in the eastern region,and the effect of the reform of the rural land property rights system in the western region is not significant.Second,the reform of the agricultural land property right system has the heterogeneity of factor endowments.In the areas with medium and low factor endowments,the effect of the reform of the agricultural land property right system on the development efficiency of agricultural modernization is significantly positive,while in the areas with high factor endowments,the effect of the reform of the agricultural land property right system on the development efficiency of agricultural modernization is not significant.Third,the marginal effect of the reform of the agricultural land property rights system on the efficiency of agricultural modernization development decreases in turn with the strength of government capacity.The mechanism test shows that the reform of the rural land property rights system significantly improves the efficiency of agricultural modernizati
