高质量发展导向下滨湖地区县域发展评价与实证--以滨鄱阳湖地区为例

摘　　要：从研究滨湖地区县域高质量发展角度出发,结合滨湖地区发展条件和高质量发展需求,从安全、创新、协调、绿色、开放、共享六个维度构建评价指标体系,以滨鄱阳湖地区12个县(市、区)为例实证,运用CRITIC客观赋权法计算高质量发展指数,并进行系统聚类及相关性分析。结果发现:(1)滨鄱阳湖西岸地区在安全、创新、协调、开放、共享五个维度得分较高,东岸地区则只有绿色维度得分较高,滨鄱阳湖地区高质量发展空间整体上呈现“西高东低”的格局。(2)滨鄱阳湖地区高质量发展系统聚类呈现三个等级类别,分别是:高水平(新建区、南昌县、濂溪区)、中等水平(进贤县、共青城市、永修县、柴桑区、湖口县、庐山市)、低水平(余干县、都昌县、鄱阳县)。(3)滨鄱阳湖地区高质量发展与协调、创新、开放三个维度相关性显著,协调、创新、开放是滨鄱阳湖地区高质量发展的主要影响因素。From the perspective of researching the high-quality development of counties in the Lakeside area,combined with the development conditions and high-quality development needs of the Lakeside area,a six-dimensional evaluation index system of safety,innovation,coordination,green,openness and sharing is constructed.Taking 12 counties(cities,districts)as examples,the CRITIC objective weighting method is used to calculate the high-quality development index,and systematic clustering and correlation analysis are carried out.The results show that:Firstly,The west bank of Poyang Lake has higher scores in the five dimensions of security,innovation,coordination,openness and sharing,while the east bank has only a higher score in the green dimension.The high-quality development space of the bank of Poyang Lake as a whole presents a"Western High".East Low"pattern.Secondly,The high-quality development system clustering in the Poyang Lake area presents three grades,namely:high-level(Xinjian District,Nanchang County,Lianxi District),medium-level(Jinxian County,Gongqingcheng City,Yongxiu County,Chaisang County)District,Hukou County,Lushan City),low level(Yugan County,Duchang County,Poyang County).Thirdly,The high-quality development of the Poyang Lakeside area is significantly correlated with the three dimensions of coordination,innovation and opening.Coordination,innovation and opening are the main influencing factors of the high-quality development of the Bin Poyang Lake area.
