摘　　要：随着我国城镇化的快速推进,乡村收缩成为必然趋势,部分地区相继开展了以“合村并居”建设新型农村社区为核心内容的村庄布局规划,对乡村空间优化实践发挥了积极的探索作用,但也存在很大争议,比如新型农村社区建设资金缺口较大,推广困难;与非农就业结合不充分,“二次空心化”风险较高;农村居民点改造范围过大、速度过快,造成乡土文化丧失、农民的实际需求考虑不周等。本文以青岛市为例,通过乡村收缩特征研究及传统村庄布局规划困境分析,从乡村“精明收缩”的视角开展村庄布局规划研究,提出“精明的乡村生活圈”“明智的建设用地减量”“精准的村庄类型划分”和“精细的规划传导”等村庄布局规划编制技术路径,促使村庄布局规划更好地发挥乡村空间治理的基础作用。With the rapid advancement of urbanization in China,rural shrinkage has become an inevitable trend.Some areas have successively carried out village layout planning,focusing on village consolidation to establish new rural communities.However,it has generated both pros and cons on the optimization of rural space.The negative impacts could be summarized as follows:the large funding gap,the difficulty in promoting the construction of new rural communities and the high risk of "secondary hollowing" leading by insufficient non-agricultural employment;overdevelopment of rural residential areas with imprudent evaluation of the needs of farmers and the loss of local culture,etc.Taking Qingdao as an example,through the research on the characteristics of rural shrinkage and the analysis of traditional planning dilemmas,this paper carries out the research on village layout planning from the perspective of rural Smart Shrinkage,and puts forward technical roadmap for the preparation of village layout planning to build a stronger foundation of rural spatial governance.
