城市居住社区教育辅导类设施规划配置标准的探索--以苏州工业园区邻里中心为例

摘　　要：受到升学、就业等社会压力影响,教育辅导类服务设施逐渐成为住区公共服务的必要配套设施。现有的居住区规划规范中并没有对社区教育配套设施提出明确的指引。苏州工业园区最先将新加坡邻里模式理念应用于居住社区公共服务设施配套实践并取得了瞩目的成绩。为了完善居住社区的公共服务设施配套,提高住区规划与设计的合理性,该研究基于居民满意度的深度调研,结合现有规范,从供需匹配的视角对苏州工业园区邻里中心的教育辅导设施规划配置进行研究。基于研究结果,提出了社区教育辅导类规划配置建议,为优化社区人居环境品质提供基础性支撑。Affected by social pressures such as further education and employment,various educational and counseling service facilities that have emerged in response to market demand have become necessary supporting facilities for public services in residential areas.The existing residential area planning specifications do not provide clear guidelines on how to allocate community education facilities.Suzhou Industrial Park was the first to apply the Singapore neighborhood model concept to the practice of supporting public service facilities in residential communities.After more than 20 years of development,it has achieved remarkable results.The neighborhood center supporting model has also been implemented in most cities across the country.Through the preliminary investigation of the residents in the park,it is learned that the supporting facilities of education and guidance have been the most concerned and indispensable content of the community residents.In order to improve the supporting facilities of public service facilities in residential communities and improve the rationality of planning and design of residential areas,this research is based on in-depth surveys of residents'satisfaction,combined with existing norms,and from the perspective of supply and demand matching,the education and guidance facilities in the neighborhood center of Suzhou Industrial Park planning configuration of the company was studied.Based on the results of the research,suggestions for the planning and configuration of community education and guidance are put forward to provide basic support for optimizing the quality of the community's living environment.
