摘 要:对高分辨率对地观测体系建设进行了回顾与展望。高分辨率对地观测系统重大专项是《国家中长期科学和技术发展规划纲要(2006-2020年)》中确定的16个重大专项之一,重点发展基于卫星、飞机、平流层飞艇和地面系统组成的高分辨率先进对地观测体系,形成“天地一体、时空协调”的高分辨率数据获取及应用服务保障能力。经过十余年的发展,我国高分辨率对地观测体系取得重大建设进展。文章总结了高分辨率对地观测体系的特点和应用流程,归纳了高分辨率对地观测体系建设成果,并对后续发展进行展望,提出了高分辨率对地观测体系高冗余组网、高容量观测、高连续跟踪、高时效认知、高深远支持等建设发展的方向。This paper focuses on the retrospect and prospect of China’s high-resolution earth observation system,which is one of the 16 major projects identified in the outline of the National Medium and Long term Science and Technology Development Plan(2006-2020).It is consisted of advanced satellites,airplanes,stratospheric airships and ground systems,et.al.,to achieve the space-ground integrated and spatiotemporal coordination abilities of high-resolution data acquisition and application service guarantee.After more than ten years of development,China's high-resolution earth observation system has made significant progress.We summarize the key characters,workflows of the high-resolution earth observation system,and conclude its achievements.Finally,we prospect the development directions of the high-resolution earth observation system,such as high redundancy networking,high-capacity observation,high-continuity tracking,timely awareness,far-reaching support and so on.
