摘　　要：本文以我国10个科技创新指数排名前列的城市最新科技成果转化相关政策文本为样本,采用ROST-CM6分析工具,运用“政策工具-政策目标”二维分析法以及可视化的社会和语义网络分析图进行分析研究,提出了对杭州出台科技成果转化政策体系的思考和建议。This paper takes the policy texts related to the transformation of the latest scientific and technological achievements of the top 10 cities in China's science and technology innovation index as samples,adopts the ROST-CM6 analysis tool,the two-dimensional analysis method of"policy tools-policy objectives"and the visual social and semantic network analysis diagram to analyze and study.Finally,relevant research conclusions are obtained and specific suggestions are put forward for Hangzhou to introduce policies for the transformation of scientific and technological achievements.
