政府数据开放平台建设比较研究——以纽约、伦敦、上海为例

摘　　要：政府数据开放平台建设是政府数据开放进程中的关键环节,其建设质量因各种因素而异,对不同国家同级城市间的政府数据开放平台建设情况进行比较研究,有益于改善现状并推动探索其建设规范。本文采用比较研究法,以纽约、伦敦和上海的数据开放平台为例,针对设计层、内容层、操作层、应用层共四层框架结构,从界面与交互设计、数据及内容架构、检索展示与分享反馈、应用支持与程序开发等角度切入,展开多维对比分析,以期发现其异同,并为其他城市提供参考。The construction of government data open platform is an important part in the process of government data opening,and its construction quality varies with various factors.A comparative study on the construction of government data open platform between cities at the same level in different countries is beneficial to improve the status quo and promote the exploration of its construction norms.Taking the data open platforms in New York,London and Shanghai as examples,the article conducts a multi-dimensional comparative analysis from the perspectives of interface and interaction design,data and content architecture,retrieval display and sharing feedback,application support and program development,aiming at the four layer framework structure of design layer,content layer,operation layer and application layer,and provides reference for other cities.
