高技术产业集聚与区域创新:线性抑或非线性?

摘　　要：本文构建了高技术产业集聚影响区域创新的理论模型,运用2001—2016年中国30个省级行政区的面板数据,采用面板双向固定效应回归模型和系统广义矩估计法(SYS-GMM)进行实证检验。结果表明:(1)高技术产业集聚和区域创新之间呈现显著的先促进后抑制的倒“U”型关系。(2)高技术产业集聚对区域创新的抑制作用存在显著滞后性,当期高技术产业集聚会促进区域创新水平的提升,滞后期高技术产业集聚则会阻碍区域创新发展。(3)高技术产业集聚对区域创新存在一定地区异质性。东、中、西部地区与全国层面估计结果保持一致,东北地区高技术产业集聚和区域创新之间呈现显著的“U”型关系。(4)高技术产业集聚主要通过技术溢出、劳动生产率和规模经济效应促进区域创新水平的提高。This paper constructs a theoretical model of the influence of high-tech industry agglomeration on regional innovation.Based on the panel data of 30 provincial administrative regions from 2001 to 2016 in China,we empiri-cally examined the effects with the method of the panel two-way fixed effect model and the SYS-GMM.The results show that:(1)there is an inverted U-shaped relationship between high-tech industry agglomeration and regional in-novation.(2)there is a significant lag in the inhibitory effect of high-tech industry agglomeration on the regional in-novation.The current high-tech industry agglomeration promotes the improvement of the regional innovation,while the agglomeration in the lag period will hinder the development of regional innovation.(3)the high-tech industry agglomeration has certain regional heterogeneity to regional innovation.This effect in the eastern,central,and western regions is consistent with the overall country,but the northeastern regions have a significant U-shaped relationship.(4)the high-tech industry agglomeration mainly promotes the improvement of regional innovation through tech-nology spillovers,labor productivity and economies of scale.
