湖南省城镇居民最低生活保障标准的测定研究

摘　　要：社会保障是保障和改善民生、维护社会公平、增进人民福祉的基本制度保障,而城镇最低生活保障是作为社会保障体系的一道“安全网”,最低生活保障标准又是最低生活保障制度的关键环节,其标准是否合理直接影响到最低生活保障制度的有效性和公平性。因此,测算符合实际的最低生活保障标准显得尤为重要。文章基于扩展线性支出模型(ELES)对湖南省2017—2020年近四年的城镇居民最低生活保障标准的理论值进行测算,然后将实际值和测算结果理论值进行比较分析,结果表明实际湖南省城镇最低生活保障标准偏低,最后,根据实证分析的结果提出切实可行的建议。Social security is the basic institutional guarantee to ensure people’s livelihood,maintain social equity,and promote people’s well-being.The urban minimum living security is a“safety net”of the social security system,and the minimum living security standard is the key to the minimum living security,the determination of its standard directly affects the effectiveness and fairness of the system.Therefore,to determine the actual minimum living standard,the article sets out to calculate the theoretical value of the minimum living standard of urban residents in Hunan Province for the past four years from 2017 to 2020 with the help of the ELES model,and then make a comparison between the actual value and the theoretical value.It is found that the actual minimum living standard in Hunan Province is low.Finally,practical suggestions are put forward according to the results of empirical analysis.
