海洋经济统计体系优化策略研究--基于国际比较视角

摘　　要：海洋经济是国民经济增长的重要支柱,海洋经济统计则是测度蓝色经济发展水平及制定海洋发展政策的依据。面向高精度海洋产业及经济统计数据需求增加的新形势,借鉴美国、欧盟和澳大利亚在海洋经济统计发展过程中的经验,提炼出我国优化海洋经济统计体系面临着统计指标中未涵盖可持续发展蓝色海洋经济指标,未充分体现海洋生态系统价值,市、县级海洋经济统计工作难以支撑产业精细化调查研究等挑战。针对我国海洋经济统计体系未来发展提出如下建议:优化海洋经济统计框架体系及国际兼容水平;促进我国关注新兴海洋产业和蓝色经济、生态系统服务价值类统计指标创新;加强基层海洋经济统计工作力量,完善统计核算过程,提高数据共享服务能力。完善海洋经济统计体系可为我国海洋经济可持续发展提供坚实的数据支撑,有助于沿海区域海洋经济的高质量发展。Ocean economy accounting statistics is fundamental to support the effective functioning of the national economy.Increasing complexity of marine industry network and high demands on accurate ocean economic statistics have led to the transformation to sustainable blue ocean economy.This paper presents an international comparison based on development experiences of the ocean accounting systems from China,USA,Australia,and Europe Union.By analyzing the ocean accounting system,we assess the emerging issues in national ocean economy accounting:the accounting system does not include blue economy indicators;the value of ocean ecosystem is not comprehensively assessed;contribution of ocean economy accounting from city and county level cannot support the refinement of ocean industries investigation.We also present three suggestions to advance future ocean economy system:to finalize the framework and system of ocean economy accounting to meet international standards and enhance compatibility;to establish blue economy indicators in the ocean economy accounting system that emphasizes emerging ocean sectors including renewable energy industries in the industrial structure;to improve the process of statistical accounting and improve the public accessibility of ocean economy data to strengthen public engagement.Our findings can contribute to the sustainable development of China′s blue economy and provide scientific advices to support future wealthy blue economy in coastal regions.
