护林员信息化管理的探索与实践

摘　　要：护林员是守护绿水青山的关键力量,护林员管理是生态文明建设的重要基础性工作。云南省昆明市寻甸回族彝族自治县在护林员信息化管理,特别是护林员管护责任区矢量自动绘图方面进行了一系列的探索与尝试,成功搭建平台,实现了护林员日常管理、补助发放、责任区矢量自动绘图,平台运行取得了明显成效,得到基层的普遍认可和好评。运行中根据工作需要逐步增加了防火站点、资源监管等功能,目前定名为林业和草原办公辅助系统。本文重点以该系统护林员管理功能为例,阐述和分析护林员信息化管理的关键环节和主要技术手段,旨在对林业草原系统提升护林员信息化管理水平提供参考,为其他地方提供一个可借鉴、可复制的基层管理实现路径。Forest rangers are the key force to protect lucid waters and lush mountains,and management of forest rangers is an important groundwork of ecological civilization construction.Explorations and attempts have been made in informationalized management of forest rangers,especially the vector automatic drawing of forest rangers,responsible areas in Xundian Hui and Yi Autonomous County,Kunming City,Yunnan Province.A platform has been successfully built,realizing the daily management of forest rangers,payment of their allowances and the vector automatic drawing of their responsible areas.Remarkable progress has been made in the operation of the platform,which has been widely recognized and praised by grassroots units concerned.Such functions as fire prevention stations and resource supervision have been gradually added to the platform in operation to meet the needs of work.At present,the platform is named the forestry and grassland auxiliary office system.In this paper,an elaboration and analysis was made on the key links and main technical means for informationalized management of forest rangers with a focused case study of the forest ranger management function in the system,so as to provide some reference for improving the informationalized management of forest rangers in the forestry and grassland system and a referential and reproducible realization path for grassroots management in other areas.
