摘　　要：大规模劳动力转移和农村集体行动衰败,对改善农村公共事务治理、推进基层治理现代化带来了严峻挑战。基于2018年四川省9585个行政村样本数据,以农村人居环境治理为例,实证考察了劳动力转移对村庄集体行动的影响及其作用机制。研究发现,劳动力转移对村庄集体行动有显著的抑制作用,并且该结论在一系列稳健性检验后仍然成立。机制分析表明,阻碍村庄集体经济发展和削弱村干部领导力,是劳动力转移抑制村庄集体行动的重要渠道。此外,劳动力转移对村庄集体行动的影响存在明显的异质性,高收入村和人口大村在劳动力转移中更加容易陷入集体行动困境。研究进一步拓展了农村公共事务治理的研究场景,为纾解大规模劳动力转移背景下的村庄集体行动困境提供了重要的政策启示。Due to the large-scale labor transfer and the decline of village collective action,the improvement of rural public affairs governance and the governance modernization are facing severe challenges.Based on the sample data of 9585 administrative villages in Sichuan Province in 2018,taking the rural living environment governance as an example,this paper empirically investigates the impact of labor transfer on village collective action and its mechanism.The research show that labor transfer has a significant inhibitory effect on village collective action,and this conclusion is still valid after a series of robustness tests.Mechanism analysis shows that hindering the development of village collective economy and weakening the leadership of village cadres are important channels for labor transfer to inhibit village collective action.In addition,there is obvious heterogeneity in the impact of labor transfer on village collective action.High-income villages and populous villages are more likely to fall into the dilemma of collective action in the process of village labor transfer.The research of this paper further expands the research field of rural public affairs governance,and provides important policy enlightenment for alleviating the dilemma of village collective action under the background of large-scale labor transfer.
