摘　　要：目的 构建突发公共卫生事件应对护理核心能力评价工具。方法 基于文献及Delphi法拟定评价指标并形成量表初稿,通过认知性访谈、预调查完善措辞和设计,经问卷调查、数据分析精简条目并检验信效度。结果 最终版量表含3个维度:预防准备能力、响应处置能力(基础、进阶)、恢复重建能力;共35个条目,采用Likert 5级自评熟悉度。量表总Cronbach’sα0.974、重测信度为0.881、总内容效度0.960,各I-CVI 0.82~1.00;各因子AVE值0.532~0.716,异质-单质比率0.663~0.885。结论 构建的突发公共卫生事件应对护理核心能力评价表具有良好信效度,可为相关培训提供设计依据和效果评价工具。Objective To develop the evaluation instrument for nursing core competence of dealing with public health emergencies.Methods Literature review and Delphi process were conducted to develop the indicators and the draft of the instrument.Cognitive interviews and pilot survey were performed to refine the expression and design.The data of further investigation were analyzed to simplify the items and test its reliability and validity.Results The final version of the instrument contained three dimensions:prevention and preparedness,responding and coping(basic,advanced),and recovery and reconstruction.The instrument included 35 items,using Likert 5-level scale for self-evaluation of familiarity.The Cronbach’sαcoefficient of the instrument was 0.974,the test-retest reliability was 0.881,and the content validity was 0.960.The I-CVI ranged from 0.82 to 1.00,the values of AVE were from 0.532 to 0.716,and the HTMT ratios were from 0.663 to 0.885.Conclusions The evaluation instrument for nursing core competence of dealing with public health emergencies shows good reliability and validity.It can provide references for designing relevant training programs,and be used for effect evaluation.
