摘 要:[目的/意义]构建针对国家科技计划的科学数据汇交保障策略体系,促进我国高质量科学数据资产的不断累积和增值利用。[方法/过程]基于文献分析,将国家科技计划科学数据的汇交保障策略责任主体界定为国家科技计划管理方、科学数据管理方和计划课题研究执行方,从科学数据的汇交规制、汇交条件与路径、汇交操作监护、增值成果的迭代汇交四个维度进行详细论述。[结果/结论]四维度的国家科技计划科学数据的汇交保障策略相互高度关联,能从宏观政策、中观业务程式和微观实施等方面协同推进科学数据汇交任务的落实。[Purpose/significance]This study constructs a scientific data collection guarantee strategy system for the national science and technology foundation,which can promote the continuous accumulation and value-added utilization of high-quality scientific data assets in China.[Method/process]Based on literature analysis,the responsible subjects of the collection and guarantee strategy of scientific data of the national science and technology foundation are defined as the management party of the national science and technology foundation,the management party of scientific data and the researcher of the foundation.Then,it is discussed in detail from four dimensions:the collection policy of scientific data,the conditions and paths of collection,the monitoring of collection operation,and the iterative collection of value-added achievements.[Result/conclusion]The four dimensions collection guarantee strategies of scientific data of national science and technology foundation are highly related to each other,and can jointly promote the implementation of scientific data collection and delivery tasks from the aspects of macro policy,meso business procedure and micro implementation.
