摘　　要：[目的/意义]厘清内在运行机制已成为当前政府数据开放工作提质增效的关键。以模糊解释结构模型(FISM)定量揭示政府数据开放运行机制的层次关联结构,拓宽理论研究的同时,也为重构不同阶段下的政府数据开放实现路径提供启示。[方法/过程]首先,立足文献分析和专家意见,基于共生理论提炼出12项机制集合;其次,借助MATLAB工具对专家评分所得的运行机制模糊关联矩阵进行FISM法建模,探究这些机制的彼此关联;最后,解析模型结果,阐释政府数据开放运行机制复杂关系与共生状态演进。[结果/结论]共生视角下政府数据开放运行机制包含7个层级,可划分为单元联结期、协同磨合期和高效稳态期3个阶段。从共生视角出发厘清政府开放数据运行机制的层级结构、彼此关联与数据价值演进规律,有利于在政府数据开放中精准优化个体行为、促发合作、协同共进。[Purpose/significance]Clarifying the internal operation mechanism is the key to improve the quality and efficiency of current Open Government Data(OGD)work.Using the Fuzzy Interpretive Structure Modeling(FISM)to quantificationally reveal the hierarchical association structure of the operation mechanisms for OGD based on the Symbiotic perspective could both broaden the theoretical research and provide us with inspirations for reconstructing the realization routines of OGD under the guidance of different scenarios.[Method/process]Firstly,the paper extracted 12 mechanisms by combining the Symbiosis Theory based on systematically literature analysis and experts’opinions.Then the paper modeled fuzzy correlation matrix of operation mechanisms that obtained by expert scoring through the method of FISM with MATLAB.Finally,the paper mapped the model results to reality in order to explain the complicated relations between different mechanisms and the evolution of symbiotic states of OGD.[Result/conclusion]From the perspective of symbiosis,the operation mechanisms of OGD consist of 7 levels,which can be divided into 3 stages:unit connection period,collaborative running-in period and efficient steady state period.Symbiosis affords an angle of view for clarifying the hierarchical structure of operation mechanisms for OGD along with their correlation with each other and the evolution law of data value.It is advantaged to optimize individual behavior accurately,promote cooperation and stimulate coevolution on a practical level.
