摘　　要：共建共享是集约节约建设、解决“信息孤岛”、实现业务协同的必由之路。为保障数字孪生流域建设有力有序有效、不重不漏,水利部2022年3月出台《数字孪生流域共建共享管理办法(试行)》,并在《数字孪生流域建设技术大纲(试行)》《数字孪生水利工程建设技术导则(试行)》等技术文件中提出共建共享具体要求,将其作为“十四五”数字孪生流域建设方案审批、先行先试评估、年度网信督查的重要内容。Co-construction and co-sharing is the only way to realize intensive and economic construction,prevent“in⁃formation island”and achieve business collaboration.In order to implement the project effectively without repetition of work and omission,the Ministry of Water Resources issued the Administrative Measures for Co-construction and Cosharing of Digital Twin Basin(Trial)in March 2022,and made specific requirements for co-construction and co-sharing in the Technical Outline for the Construction of Digital Twin Basin(Trial)and Technical Guidelines for the Construction of Digital Twin Water Project(Trial).These regulations are applied for the approval of planning,first-try evaluation,and annual supervision of information networks for digital twin basin construction during the 14th Five-Year Plan period.
