摘　　要：动员民船保障军事运输是战时美军完成大规模兵力投送任务的主要做法,可为其全球机动作战提供有力支撑。从美军战时动员民船的指挥机构、方式方法、法规体系等方面对运行机制进行深入剖析,分析美军战时动员民船在动员模式、动员法规、加改装设计等方面的特点,得出对我军开展海上战略投送动员民船工作的启示,为新形势下加强我军海上战略投送能力建设提供有益的参考。Mobilizing civilian ships to support military transportation during wartime is the main method for the U.S.military to complete large-scale force projection tasks,which can provide strong support for its global mobile wars.The operation mechanism is deeply analyzed from the command structure,methods and legal system of the U.S.military′s wartime mobilization of civilian ships.The characteristics of the U.S.military′s wartime mobilization of civilian ships in terms of mobilization mode,mobilization regulations and modification design are analyzed.The enlightenment for our military′s maritime strategy of mobilization of civilian ships is provided,which might provide references for the construction of maritime strategic projecion capability under the new situation.
