摘  要:乡村是气象灾害防御基础薄弱地区,提高预警信息的传播效率,成为气象防灾减灾工作的关键环节。通过分析江苏省乡镇和建制村气象灾害预警信息传播状况,进一步理清思路,理顺“统与分、上与下、防与救”的关系,确定乡镇和建制村气象灾害预警信息传播功能配置的配置主体、配置设施、配置名单、工作机制、培训演练、考核评估,确保责任链条无缝对接,形成防灾减灾救灾工作的整体合力,减轻农村地区因气象灾害造成人民群众的生命财产损失。As an area with weak foundation of meteorological disaster defense,we improve the efficiency of early warning information dissemination in villages,which becomes a key link of meteorological disaster prevention and mitigation work.By analyzing the status of meteorological disaster early warning information dissemination in townships and established villages in Jiangsu Province,this study further clarifies the thinking,rationalizes the relationship between unification and division,top and bottom,prevention and relief,and determines the configuration subjects,configuration facilities,configuration lists,working mechanisms,training exercises,and assessment and evaluation of the configuration of meteorological disaster early warning information dissemination functions in townships and established villages.The purpose of this study is to ensure a seamless chain of responsibility to mitigate the loss of people’s life and property caused by meteorological disasters in rural areas by forming an overall synergy in disaster prevention,mitigation and relief work.
