城市基本公共服务中存在“户籍歧视”吗?

摘　　要：文章基于公平视角,采用中国家庭追踪调查(CFPS)数据,研究户籍制度对城市居民基本公共服务满意度的影响。研究发现,流动人口基本公共服务满意度显著低于城市本地居民基本公共服务满意度,尤其是在教育、医疗、住房和社会保障方面的满意度,而“户籍歧视”是造成其差异的显著因素。进一步的机制分析发现,经济发展吸引了流动人口迁移到流动地,经济发展能够提高流动人口和本地居民的满意度,但经济的发展却并不能调节和减弱“户籍歧视”导致的流动人口和本地居民的满意度差异。增强基本公共服务区域联动性、统筹协调基本公共服务均等化,健全区域内部协调发展体制、提高要素供给与基本公共服务需求的一致性,解决流动人口和本地居民之间的基本公共服务不均等问题,是重要的政策取向。From the perspective of fairness, this paper investigates the impact of household registration system on urban residents’ satisfaction with basic public services by analyzing the data from China Family Panel Studies(CFPS). The study finds that the satisfaction of the floating population with basic public services is significantly lower than that of local residents, especially in education, medical care, housing and social security. Household registration discrimination is a significant factor causing the difference. Further mechanism analysis reveals that the city’s economic development attracts the floating population and it can increase the satisfaction with basic public services of both floating population and local residents. However, economic development does not regulate or reduce the difference in satisfaction between the two sides caused by household registration discrimination. Therefore, it is an important policy direction to promote regional linkage of basic public services, coordinate the equalization of the services, improve the system of coordinated internal development within regions, enhance the consistency between factor supply and demand for basic public services, and thus to solve the problem of inequality in basic public services between the floating population and local residents.
