RCEP背景下江苏纺织服装产业海外转移情况分析

摘　　要：《区域全面经济伙伴关系协定》(RCEP)的生效,在一定程度上促使江苏纺织服装产业加快向海外转移。从产业规模、产业结构、企业情况、对外贸易四个方面分析江苏纺织服装产业发展情况,从成本、政策、市场、技术四个方面总结江苏纺织服装产业海外转移的动因,并结合RCEP相关规则、贸易投资利好等分析RCEP对江苏纺织服装产业海外转移的推动作用,指出RCEP背景下江苏纺织服装产业发展可能面临区域内市场竞争加剧、产业链中江苏部分优势环节受影响、转移趋势进一步向产业链上游延伸等问题。为保证江苏纺织服装产业链稳定发展,建议以研发创新提升优势产品竞争力,以合理政策稳定市场主体预期,以产业链整合塑造区域分工合作体系,以品牌标准推动产业跨上新台阶。As the Regional Comprehensive Economic Partnership(RCEP)takes effect,the textile and garment industry has accelerated its pace to transfer overseas to a certain extent.The development of textile and garment industry in Jiangsu is analyzed from the aspects of industrial scale,industrial structure,enterprise situation and foreign trade,and the motivation of overseas transfer of Jiangsu textile and garment industry is summarized from the aspects of cost,policy,market and technology.In combination with relevant rules of RCEP and favorable trade and investment,this paper analyzes the role of RCEP in promoting the overseas transfer of Jiangsu textile and garment industry.It points out that under the background of RCEP,the development of Jiangsu textile and garment industry may have problems such as intensified market competition in the region,some advantageous links in Jiangsu being affected,and the transfer trend extending further to the upstream of the industrial chain.In order to ensure the stable development of Jiangsu textile and garment industrial chain,it is suggested that enterprises should enhance the competitiveness of their advantageous products with research and development and innovation,stabilize the expectation of market players with reasonable policies,and shape the regional division of labor and cooperation system with industrial chain integration,and promote the industry to a new level with brand standards.
