摘　　要：增强太空能力和维护太空安全是美国国家安全战略的核心内容之一。美国太空军自2019年成立以来历经预算四连增,2023财年国防预算提案对太空军的投量高达245.71亿美元。美国2023财年高额的国防预算旨在打击新出现的太空威胁,并与《2022年国防战略》的核心要义保持一致,即确保美军在陆、海、空、天、电、网全领域的高效作战能力,维护美军在军事防御与反制方面的绝对优势。美国太空军预算在行动与维护、采购与国防研发各项目的投量与投向,反映了美国积极推进太空领域军事化,积极推动太空军向“数字军种”转型。美国对太空军的持续高投资以及高科技进攻性武器装备的快速发展,将会对全球国防高科技的未来发展、美国与其他国家太空军事能力的角逐、我国国家安全以及国际战略格局产生显著影响,亟需引起关注与警惕。Reinforcing space capabilities and safeguarding space security is a key element in the U.S.national security strategy.Since its establishment in 2019,the U.S.Space Force’s budget has increased for four consecutive years,with the Fiscal Year(FY)2023 budget reaching$24.571 billion.Aimed at combating emerging space threats,the high budget is consistent with the essence of the 2022 National Defense Strategy,which is to ensure the U.S.armed forces’effective combat capabilities in land,sea,air,space,electronics,and cyberspace and maintain an absolute advantage in military defense and countermeasures.The amount and direction of the U.S.Space Force’s budget in operations and maintenance,procurement,and defense Research,Development,Test and Evaluation(RDT&E)reflect the advancement and evolution of its militarization in space and promote the U.S.Space Force’s transformation into a“digital military service”.The continued high investments made by the U.S.Space Force and the rapid development of high-tech offensive weapons will have far-reaching ramifications on the future development of defense technology across the world,the competition between the U.S.and other countries for space military capabilities,China’s national security,and the international strategic landscape;hence,attention and vigilance are immediately required.
