习近平德法兼治观下的学术期刊建设

摘　　要：学术期刊所具有的社会效益性,以及担负服务党和国家事业发展的使命,要求学术期刊办刊中以习近平总书记有关法治与德治关系的重要论述为指南。以习近平德法兼治观为指引,学术期刊一方面要通过主管单位、主办单位制定相关管理办法和做好队伍建设,以及出版单位日常工作负责人营造职业道德环境等路径,加强职业道德建设;另一方面要严格落实相关法律法规,全面推进依法办刊,为出版秩序、期刊质量提供保障。学术期刊应坚持以德办刊和依法办刊相结合,更好地向一流学术期刊目标发展。The social benefits of academic journals and their mission of serving the development of the cause of the Party and the country require academic journals to be guided by general secretary XI Jinping’s important expositions on the relationship between rule of law and rule of virtue.First,guided by XI Jinping’s view of morality and law on governance,academic journals should enhance professional ethics via following the relevant management measures issued by the competent unit and the sponsoring unit,building qualified crews and its head’s creating a professional ethical environment.Second,relevant laws and regulations,should be implemented strictly and comprehensively to guarantee order in publishing and journal quality.The academic journals should adhere to ethical operation and law-based operation,aiming at being first-class academic journals.
