欧美战略环评与我国规划环评制度的比较研究

摘　　要：在习近平的生态文明思想的指导下,我国规划环境影响评价制度也随着城市化在与时俱进,为了更好的改善环境质量和保障生态安全,本文对比了我国规划环评制度和欧美国家(美国、加拿大、英国以及欧盟)的战略环评制度的差异性,并从筛选机制、规划方案、监督审查、与其他制度的衔接性和公众参与这五个方面研究完善我国规划环评制度的方法。With the acceleration of China's urbanization process,under the guidance of Xi Jinping's thoughts on ecological civilization,China's planing environmental impact assessment system is also advancing with the times.In order to better improve the environmental quality and protect the ecology in the era of rapid economic development.The article compared the differences between China's planing and environmental assessment system and the strategic environmental assessment systems of European and American countries(the United States,Canada,England and the European Union).From the five aspects of screening mechanism,alternative program,supervision and review,the connection with other systems and publie partieipation,the methods to improve China's planning environmental impact asssment system are studied.
