摘  要:卫星遥感技术可实现大范围全天候全天时的动态监测,在水利遥感中发挥着重要的作用。但是目前尚无专门针对水利行业的卫星星座,因此卫星影像的时空分辨率不足以满足水利行业应用,无法有效支撑智慧水利和数字孪生的建设。针对水利行业的需求,提出了空间分辨率优于1 m,时间分辨率优于1 h的SAR(Synthetic Aperture Radar)/光学混合小卫星星座,阐述了其总体设计和关键技术,为水利及其相关的农业、环保等行业提供定制化服务,以支撑国家水利重大战略。Satellite remote sensing technology is able to support large-scale,all-weather and all-time dynamic monitoring and plays an important role in water management.However,there are still no special satellite constellations designed for the water sector.The spatial and temporal resolutions of satellite images are not enough to meet the requirement of the water sector and cannot effectively support the construction of intelligent water sector and digital twin.This paper proposed the conception of a small satellite constellation for the water sector—a SAR/optical hybrid constellation with shorter than 1-hour temporal resolution and less than 1-meter spatial resolution,and described the overall concept and key technologies.The constellation can provide customized and professional services for water sector and related agriculture,environmental protection,and other sectors to support the major national water strategy.
