摘　　要：目的分析2009~2019年我国民族医院的资源和服务发展情况,为民族医院的发展评估和建设规划提供一定参考。方法基于《中国卫生健康统计年鉴》,统计2009~2019年全国医院和民族医院的基础设施情况(机构数和床位数)、人力资源情况[医院执业(助理)医师和注册护士数]、服务能力(诊疗人次和医师日均担负诊疗人次)。分析民族医院上述指标的构成比,以及民族医院和全国医院上述指标(除机构数外)的年平均增长速度、环比增长速度及定基比增长速度等指标。结果(1)2009~2019年,民族医院和全国医院的机构数和床位数均呈逐年增长趋势,其中民族医院机构数年平均增长速度、定基比增长速度均低于全国医院,而床位数年平均增长速度、定基比增长速度均高于全国医院。民族医院每年的床位数环比增长速度均为正值,但波动较大。(2)2009~2019年,民族医院的卫生技术人员数量在全国医院中的构成比为0.29%~0.55%,其年平均增长速度和定基比增长速度均高于全国医院。民族医院每年的卫生技术人员数量环比增长速度均为正值,但波动较大。民族医院的执业(助理)医师、注册护士数量总体增长幅度较大,其中注册护士数量的年平均增长速度和定基比增长速度均高于执业(助理)医师,但民族医院的医护比总体呈下降趋势。(3)2009~2019年,民族医院和全国医院诊疗人次均呈逐年增长趋势,其中民族医院的诊疗人次年平均增长速度、定基比增长速度均略高于全国医院。但民族医院的医师日均担负诊疗人次的年平均增长速度和定基比增长速度均为负值,而全国医院均为正值。结论2009~2019年民族医院卫生资源和服务发展总量增长明显,相应指标在全国医院中的占比有小幅度提高,但仍存在整体实力偏弱、服务效率较低、增长欠稳定等问题。Objective To analyze the resource and service development of ethnic hospitals in China from 2009 to 2019,so as to provide references for the development evaluation and construction planning of ethnic hospitals.Methods Based on the"China Health Statistics Yearbook",the infrastructure(the number of institutions and beds),human resources(the number of certified[assistant]physicians and registered nurses),and service capacity(the person-time of diagnosis and treatment and average person-time of physicians′burden for diagnosis and treatment per day)of hospitals nationwide and ethnic hospitals from 2009 to 2019 were statistically analyzed.The constituent ratio of the aforementioned indices in ethnic hospitals,and the annual average growth rates,year-on-year growth rate and growth rate relative ratio with fixed base of the indices as above(except for the number of institutions)in ethnic hospitals and hospitals nationwide were analyzed.Results(1)From 2009 to 2019,the number of institutions and beds of ethnic hospitals and hospitals nationwide showed an upward trend year by year.Among them,the annual average growth rate,and the growth rate of relative ratio with fixed base in ethnic hospitals were lower than those in hospitals nationwide,while the annual average growth rate and the growth rate of relative ratio with fixed base of the number of beds in ethnic hospitals were higher than those in hospitals nationwide.The year-on-year growth rate of the number of beds in ethnic hospitals was positive,but it varied greatly.(2)From 2009 to 2019,the constituent ratio of the number of health technical personnel of ethnic hospitals among hospitals nationwide was between 0.29%and 0.52%,its annual average growth rate and growth rate of relative ratio with fixed base were all higher in ethnic hospitals than in hospitals nationwide.The year-on-year growth rate of the number of health technical personnel in ethnic hospitals was positive,but the fluctuation was large.The overall growth range of certified(assistant)physicians and regis
