淮河经济带数字经济发展测度及协调性分析

摘　　要：基于淮河经济带的发展特征以及数字经济发展的基本内涵,选取数字信息基础、信息和通信产业发展、数字化应用、创新能力四个维度15项指标构建淮河经济带数字经济发展的指标评价体系,并以2012-2018年淮河经济带省域的面板数据为样本,研究淮河经济带数字经济发展区域均衡问题。研究结果表明:淮河经济带数字经济发展整体呈现出上升的趋势,但各地区之间有明显的差距呈现出区域发展不平衡现象;耦合协调度也呈现出上升趋势,淮河经济带数字经济整体处于失调区间,并且各省之间存在显著差异。Based on the development characteristics of Huaihe Economic Zone and the basic connotation of digital economy,15 indicators in four dimensions of digital information foundation,information and communication industry development,digital application,and innovation capability are selected to construct an indicator evaluation system of digital economy development in Huaihe Economic Zone,with the panel data of Huaihe province from 2012-2018 as samples to study the regional balance of digital economy development in the Huaihe economic zone.The research results reveal that the overall digital economy development in the Huaihe Economic Belt displays an upward trend,but there are obvious gaps between regions,presenting regional development imbalance;the coupling coordination degree also indicates an upward trend,but the overall digital economy in the Huaihe Economic Zone is dysfunctional,and significantly different among provinces.
