摘 要:油气生产企业在组织或接受各类安全检查时,经常遇到检查人员要求针对输送易燃易爆介质的少于5条螺栓的金属管道法兰进行导线跨接,有的专家甚至要求对压缩风和水介质金属管道法兰进行跨接。然而,一方面由于诸多国家及行业标准有关金属管道法兰跨接线设置标准要求不一致,不同人员对同一条文的理解也存在差异,给企业安全监管人员带来诸多困惑。另一方面,现行大多数标准并没有从风险的角度考虑这一问题,导致标准条文与企业风险管理脱节。从风险评估角度,提出了油气站场金属管道法兰跨接线设置的基本思路,并提出相关建议。When oil and gas production enterprises organize or accept various safety inspections,they often encounter inspectors who require wire jumper for metal pipeline flanges with less than 5 bolts for transporting flammable and explosive media,and some experts even require the compressed wind and water medium metal pipeline flanges to be crossed.However,due to the inconsistent requirements of many national and industry standards for the setting of metal pipeline flange jumper and there are also differences in the understanding of the same provision by different personnel.These may bring a lot of confusion to enterprise safety regulators.Furthermore,most of the current standards do not consider this issue from a risk perspective,resulting in disconnection between the standard provisions and enterprise risk management.From the perspective of risk assessment,this paper puts forward the basic ideas of the flange jumper setting for metal pipelines at oil and gas stations and relevant suggestions.
