摘　　要：可靠性系统工程是一种在产品全寿命过程中与故障作斗争、优化装备质量特性的工程技术。着力探究可靠性系统工程能力评价,对推进装备承制单位可靠性系统工程能力建设,实现以评促改,具有十分重要的研究意义和研究价值。首先,回顾总结国内外已有研究现状,系统地论述了承制单位的资格审查机制与可靠性系统工程能力特性;其次,分析了当前研究在评价机制和评价方法等方面存在的局限性;然后,合理指出形成成熟的军方主导的可靠性评价机制这一领域的研究价值;最后,简要梳理完善研究的总体思路,初步构想了综合评价过程,为后续深入探索研究提供了借鉴参考。Reliability system engineering was an engineering technique to fight against failures and optimize equipment quality characteristics in the whole life of products.It was of great significance and had big value to explore the reliability system engineering capability evaluation for promoting the reliability system engineering capability construction of equipment contractors and realizing the improvement by evaluation.Firstly,the existing research status at home and abroad was reviewed,and the qualification review mechanism and reliability system engineering capability characteristics of the contractors were systematically discussed.Secondly,the limitations of current research in evaluation mechanism and evaluation method were analyzed.Then,the research value of forming a mature military-led reliability evaluation mechanism was reasonably pointed out.Finally,the general idea of improving the research was briefly summarized,and the comprehensive evaluation process was preliminarily conceived,which provided the reference for further exploration and research.
