摘　　要：水运五年发展规划是政府依据国民经济和社会发展五年规划编制,指导和组织水运建设和发展的纲领性文件,对促进行业发展具有重要作用。在梳理中国水运发展规划编制历史的基础上,总结五年规划性质、重心、视角等方面的转变,研判新发展理念、“双循环”新发展格局、国家综合立体交通网构建等对水运行业的影响和要求,指出新时代水运发展规划制定的理念与方法,并应用于交通运输部水运“十四五”发展规划,为制定行业五年发展规划提供建议。The five-year development plan of water transport is based on the government’s five-year plan for national economic and social development, and it is a guide document to organize the construction and development of water transport, which plays an important role in promoting the development of the industry. On the basis of reviewing the plan history of China’s water transport development, this paper summarizes the changes in aspects such as the property, focus, and perspective of the five-year plan. This paper also examines the impact and requirements of the new development concept, the new development pattern of domestic and international circulations, and the construction of a national comprehensive three-dimensional transportation network on and for the water transport industry and points out the concept and methods for the plan of water transport development in the new era. The results are applied to the 14 th Five-Year Plan of the Ministry of Transport and can provide suggestions for the formulation of the industry’s five-year development plan.
