摘　　要：结合我国当前的社会发展状态看,落实环境监测已经成为推动社会稳定发展的根本保障,其中环境监测报告往往是体现环境综合状态的核心证据。因此,本文在环境执法基础上,阐述了环境监测和环境执法的相关概念以及综合环境监测报告的具体特点、定位及在环境执法中的实际应用价值,并且综合其应用地位,进一步提升环境监测报告在环境执法中应用的有效性,合理进行环境执法创新策略的分析,这不仅能够为我国环境执法工作体系的优化奠定基础,也可以成为可持续发展建设的根本保障。Combined with the current state of social development in China, the implementation of environmental monitoring has become the fundamental guarantee to promote social stability and development, in which the formation of environmental monitoring reports is often the core evidence that refl ects the comprehensive state of the environment. Therefore, on the basis of environmental law enforcement, this paper elaborated the relevant concepts of environmental monitoring and environmental law enforcement, as well as the specifi c characteristics, positioning and practical application value of comprehensive environmental monitoring report in environmental law enforcement, and integrated its application status to further improve the effectiveness of environmental monitoring report in environmental law enforcement, and reasonably analyzes the innovative strategies of environmental law enforcement, this can not only lay the foundation for the optimization of China’s environmental law enforcement system, but also become the fundamental guarantee of sustainable development.
