摘　　要：“双碳”目标的设定不仅为光伏产业的发展提供了新的契机,新技术的应用也使得沙漠地区的开发与治理衍生出全新的模式。库布其沙漠达拉特光伏基地在生产过程中,将光伏发电与沙漠治理有机地融合起来,环境治理嵌入到电力生产的过程之中:项目规划赋予了光伏发电沙漠治理的使命;出于对风沙环境的适应,固沙、生态修复等沙漠治理活动成为项目正常运行的基本要求;光伏项目为沙漠持续治理提供了支持,并形成绿色效应的外溢机制。光伏发电与沙漠治理的融合是基于中国本土的社会文化逻辑:光伏设施植入沙漠,并逐渐从生态上、经济社会上融入沙漠,延伸出光、林、草、牧等多业样态;在以土地为依托的背景下,“地尽其力、多业并举”为其生存与发展的基本策略,“物尽其用、变废为宝”则是其践行的基本原则。寓治于产的沙漠开发—治理模式,不仅实现了沙漠治理、生态修复、减碳降碳等多种生态目标,也实现了增加企业经济效益、提高政府财政收入、促进地方就业的经济社会目标,对中国沙漠治理具有重要的战略意义。The setting of carbon peaking and carbon neutrality goals does not only provide a new opportunity for developing the photovoltaic industry,but the application of new technologies also leads to a new model for the development and governance of deserts.By investigating the production process the Dalat photovoltaic base in the Kubuqi Desert,the research finds that photovoltaic power generation and desert governance are organically integrated,and environmental governance is embedded in the process of power production:the project planning has given photovoltaic power generation the mission of desert governance;to adapt to the sandstorm environment,desert control activities such as sand fixation and ecological restoration have become the basic requirements for the normal operation of the project;the photovoltaic project provides support for the continuous governance of the desert and forms a spillover mechanism of green effect.The integration of photovoltaic power generation and desert governance is based on the social and cultural logic of China:photovoltaic facilities are implanted in the desert,and gradually integrate into the desert ecologically,economically and socially,and extend into multiple industries such as light,forest,grass,and animal husbandry;in the land-based context,“make the best use of the land and develop multiple industries simultaneously”is the basic strategy for its survival and development,and“make the best use of everything”and“turn waste into treasure”are the basic principles of its practice.The desert development governance model that integrates governance into production does not only achieve various ecological goals such as desert governance,ecological restoration,and carbon reduction,but also achieves the economic and social goals of increasing corporate economic benefits,increasing government revenue,and promoting local employment,which is of important strategic significance for China’s desert governance.
