摘　　要：档案业务机构作为一种在人类实践活动中承担档案管理业务的机构,具有自己存在的特定原因、属性、类型、设置原则等。档案业务机构问题是档案学的基本问题之一,档案机构设置与运行的“合目的性原理”——“归属定性原理”,应成为档案学的基本原理之一。一般而言,档案业务机构是一个独立的人类实践活动单位的内部机构,具有“内生”与“本位”的特点,并因所属单位的不同,其属性、类型、设置方式与层级、管理方法、社会功能等也有所不同。As an institution that undertakes archives management business in human practice, it has its own specific reasons for being, attributes, types, and setting principles. The problem of archival business institutions is one of the basic problems of archival science. The “Purposive Principle”-“Attribution Qualitative Principle” of the establishment and operation of archival institutions should become one of the basic principles of archival science. In general, the archives business institution is an independent and internal institution of human practice activities, with the characteristics of “endogenous” and “native”. Due to the different units, its attributes, types, setting methods and levels, management methods and social functions are also different.
