南京国民政府前期参加国际公约的总体考察

摘　　要：南京国民政府建立后,积极发展国际公约关系,参加多个国际公约。南京国民政府统治前十年是旧中国参加国际公约最多的时期,参与的公约涉及政治、经济、交通、社会等各方面。南京国民政府参与国际公约具有自身的特点,主要是:根据“国情”选择性加入国际公约;参与程度相对有限;在加入公约时注意保护自身利益,规避不利条款;加入公约的主动性增强。南京国民政府积极加入国际公约具有自身的利益诉求。例如,通过加入国际公约,以期获得国际承认;以参加国际公约为契机,向国际社会表达取消不平等条约的呼声;通过加入国际公约改变中国在国际上的形象,提高中国国际地位;参加国际公约获取相应利益,维护权益;履行国际义务;期望以国际公约抵制侵略,维护和平。总的来说,南京国民政府前期积极谋求加入多种国际公约,推动了国际公约关系的发展。After the establishment of Nanjing National Government,she actively developed international convention relations and joined many international conventions.The first ten-year of Nanjing National Government was the period with the largest number when old China participated in international conventions,which involved politics,economy,transportation and society and so on.Nanjing National Government's participation in international conventions had her own characteristics.She selectively joined international conventions according to“national conditions”;involved herself in international convention relations in a limited way;payed attention to protecting her own interests and avoiding unfavorable clauses when joining international conventions;the initiative to join the conventions had increased.Nanjing National Government’s active participation in international conventions had her own interests.For example,to gain international recognition by joining international conventions;taking the opportunity of participating in international conventions,express the voice of canceling unequal treaties to the international community;change China’s international image and improve China’s international status by joining international conventions;participate in international conventions to obtain corresponding benefits and safeguard rights and interests;fulfill international obligations;hope to resist aggression and maintain peace with international conventions.Generally speaking,Nanjing National Government actively sought to join various international conventions and participated in various international conferences in the early stage,which promoted the development of international convention relations.
