摘　　要：农村集体产权制度改革关系着农户利益、农业发展和土地资源利用,势必会对农村可持续发展产生深远影响。基于对农村集体产权制度改革试点的调研,采用新内生式发展论模型,实证分析农村集体产权制度改革对农村可持续发展的作用机制。结果表明,农户股权配置的封闭性特点与集体产权交易的开放化趋势影响农村可持续发展。具体而言,股权配置的封闭性是制约可持续发展的内因,主要体现在成员资格固化、股权内部流转和权能拓展欠缺等方面。股权固化会加剧劳动力资源的流失;股权内部转让致使农业发展缺乏生产要素支撑;权能拓展不完善导致土地的低效利用。产权交易的开放化是制约可持续发展的外因,产权交易的开放性引入外来资本,允许企业短期经营,二者共同导致资本化、规模化生产。在此过程中,内生式发展面临内生动力不足和发展目标偏失两大困境,不利于农村可持续发展。据此,建议充分利用农村内部劳动力和土地资源,同时重视防范外部资本介入的风险,以减少农村内部资源与外来资本之间的张力,从而实现农村可持续发展目标。The rural collective property right system reform is related to farmers’ interests,agricultural development and land resource utilization,and will inevitably have a profound impact on rural sustainable development.Based on the research on the pilots of rural collective property rights reform,the new-endogenous development theory model is used to empirically analyze the function mechanism of rural collective property right system reform on rural sustainable development.The results show that the closed nature of farmers’ equity allocation and the opening trend of collective property rights transation have a negative impact on the rural sustainable development.Among them,the closedness of equity allocation is the internal cause of restricting sustainable development.The closed nature of equity allocation is reflected in the solidification of membership,the internal transfer of equity and the lack of power expansion.Equity solidification aggravates the loss of labor resources,the internal transfer of equity causes the lack of factors of production which support agricultural development,and the incomplete expansion of equity leads to inefficient land use.The openness of property rights transaction is the external factor that restricts the sustainable development.It results in the intervention of external capital and allows enterprises to operate for a short period of time,leading to capitalized and large-scale production.In this process,endogenous development faces two major dilemmas:insufficient internal power and loss of development goals,which are disadvantageous to the rural sustainable development.Therefore,it is recommended to make full use of rural internal labor forces,while attention should be paid to the risk of external capital intervention,so as to reduce the tension between rural internal resources and external capital and achieve the rural sustainable development goals.
