摘　　要：当前,粮食安全问题已经成为社会性问题,各国政府和居民都十分关注。我国是全球小麦生产、加工、消费以及库存第一大国,在世界粮食市场中占举足轻重的地位。近几年,我国的小麦产量均维持在1.3亿t左右,小麦消耗量在1.2~1.3亿t,其中约75%的小麦被用作制粉生产。由此可见,面粉行业作为我国小麦产业链中的一个关键环节,其发展直接关系到国计民生和粮食安全问题。因此,面粉厂的建设问题需要得到重视。面粉厂建筑工程项目具有建设规模大、建设周期长、建筑结构及工艺流程复杂的特点,因此合理的前期施工组织设计尤为重要。施工组织设计是一个施工项目实施的指导性文件,建筑工程经济中的造价指工程项目从筹建到竣工验收全过程所有投入费用,这一费用的高低与施工组织设计的合理性有密切联系。At present,food security has become a social problem,and governments and people all over the world pay close attention to it.China is the world’s largest country in wheat production,processing,consumption and inventory,and plays a decisive role in the world grain market.In recent years,China’s wheat output has been maintained at about 130 million tons,and the wheat consumption is 120~130 million tons,of which about 75%is used for flour production.It can be seen that as a key link in China’s wheat industry chain,the development of the flour industry is directly related to the national economy,the people’s livelihood and food security.Therefore,the construction of flour mills needs attention.The flour mill construction project has the characteristics of large construction scale,long construction period,complex building structure and process flow,so reasonable preliminary construction organization design is particularly important.The construction organization design is a guiding document for the implementation of the construction project.The cost in the construction engineering economy refers to all the input costs in the whole process of the project from preparation to completion acceptance.The level of this cost is closely related to the rationality of the construction organization design.
