摘　　要：共同富裕是社会主义的本质要求,是中国式现代化的重要特征。国土空间规划承载着优化国土空间开发保护格局、提升国家治理能力的核心使命,是保障社会公正和促进共同富裕的重要政策工具。文章在厘清规划领域的公正概念以及国土空间规划兼顾效率与公平内涵的基础上,重点探讨在国土空间资源初始分配、分配过程和结果分配三个阶段我国土空间规划需要应对的公正偏离议题;从城镇化转型、市场化转轨和城乡移民三个方面梳理了当前城乡与区域空间中的不公正现象及其根源;从空间治理的角度出发,结合国土空间规划的编制与实施,在明确土地增值归属、建设用地指标分配和交易机制、规划再分配和协调作用三个方面构建了促进社会公正与共同富裕的规划实施路径,以期为社会主义发展新阶段下国土空间规划的编制、实施、管理提供逻辑和路径参考,助力国家城乡融合、区域协同与共同富裕目标的实现。Common prosperity is the essential requirement of socialism and the important feature of Chinese modernization.Territorial space planning carries the missions of optimizing the layout of land preservation and development,improving the capability of national governance,guaranteeing social equity,and promoting common prosperity.Through clarifying the concept of equity and the connotation of balancing efficiency and equity in territorial space planning,this paper studies the issues of inequity in spatial resources’ distribution at the stage of initial allocation,the operating process,and outcome adjustment.From the perspectives of transitional urbanization,marketization,and urban-rural migrants,the paper additionally reorganizes the phenomena and origins of inequity.Finally,the paper establishes a planning route towards social equity and common prosperity by ensuring the belonging of incremented land value,constructing the distribution and transaction mechanisms of land indices,and highlighting the key role of planning in redistribution and coordination.The paper provides a logic and path reference for the compilation,implementation,and management of territorial space planning in the new era,and contributes to the realization of urban-rural integration,regional coordination,and common prosperity.
