摘 要:在高速度大规模的城市建设进程中,既有的住区环境中出现了大量亟待更新改造的老旧小区,同时许多老旧小区居民的社会年龄结构也呈现出鲜明的老龄化特征,这种物质环境老化过程中伴随着居民年龄老化的“双老化”住区逐渐成为老旧小区改造的重要类型。研究通过梳理国内外与老年友好社区实践和住区更新相关的政策机制及实施路径,依据老年友好社区建设的“安居”生活保障、“乐居”生活支持和“家居”生活营造3个目标层次,提出多元主体参与促进“双老化”住区实现全龄友好目标的实施路径,并以北京小后仓住区为例,具体阐述了应用此实施路径的方案设计和政策机制,旨在为“双老化”住区的更新实施提供参考,提高实施路径的可落地性、可持续性和可复制性。In fast urban development,as old neighborhoods that needs renewal coincide with the presence of aged residents in these neighborhoods,they can be defined as “double aging” neighborhoods.With a review of senior friendly neighborhood practice as well as relevant policies and paths for neighborhood regeneration,the paper introduces the visions of life insurance,support,and creation of senior friendly neighborhoods at different levels,proposes an implementation path of “double aging” neighborhood towards all ages friendly neighborhood with muti-stakeholder participation.With Xiaohoucang neighborhood in Beijing as an example,the paper introduces the scheme design and policy mechanism of the implementation path,which will improve the feasibility,sustainability,and replicability of “double aging” neighborhood regeneration.
