以案促改:一体推进不敢腐、不能腐、不想腐的逆向机制

摘　　要：以案促改就是通过深入剖析查办的典型案例,倒查不敢腐、不能腐、不想腐体制机制建设存在的突出问题,堵塞制度漏洞,有效防治腐败的一种工作方法,是一体推进不敢腐、不能腐、不想腐的逆向机制。以案促改的显著成效在于强化了“不敢腐”的震慑,完善了“不能腐”的制度,提高了“不想腐”的自觉,增强了一体推进不敢腐、不能腐、不想腐的整体性。当前,这一机制的运行过程中仍然存在一些问题,要推动以案促改高质量发展,必须坚持以净化党内政治生态为重点强化“不敢腐”的震慑,以完善管党治党制度体系为重点提高“不能腐”制度建设质量,以加强廉政教育为重点强化“不想腐”的自觉,以落实党委主体责任为重点强化一体推进不敢腐、不能腐、不想腐的整体性。A case-promoted reform is to find prominent problems in the area of system construction for not daring,not able and not willing to corrupt by means of reverse in-depth explorations into typical cases that have been investigated so that leaks in the system can be mended to effectively prevent corruption,a reverse mechanism for holistically promoting not daring,not able and not willing to corruption.The conspicuous effectiveness of the measure lies in the intimidation to those daring to corrupt,the perfection of the system against those able to corrupt,and the promotion of consciousness against the willingness to corrupt,and the holistic strengthening of the not daring,not able and not willing to corrupt.Problems still exist here.Promoting high-quality development with investigated cases must adhere to the intimidation power against those daring to corrupt by means of purifying inner-Party political ecology,improve the quality of the system against those able to corrupt by means of perfecting Party management and administration,enhancing the awareness against the willingness to corrupt by means of integrity education,and implementing the subjective responsibility on Party committees to holistically promote the system.
