摘　　要：完整内需体系的培育和国内统一市场的形成,对于新发展阶段中国构建新发展格局具有重要意义。构建完整内需体系,形成国内统一市场,要以切实推进供给侧结构性改革为前提,降低要素流动的交易成本、提高资源配置效率,需要以提高居民可支配收入和扩大就业为重要基础,需要形成对外开放与对内改革协调互补、内外循环相互促进的新格局。为此,政府应充分发挥超大规模市场、新兴数字技术、基础创新等优势,进一步开放国内市场,减少要素区域间流动的障碍,加大基础研发投入,推动关键领域实现自主创新,在更高水平上推进贸易和金融对外开放,通过国内国际双循环相互促进实现高质量发展。In the new stage of development,developing the intact internal demand system and strong domestic market are of great importance for building the new development pattern.To this end,it is necessary to implement supply side structural reform,reduce the transaction costs,improve household’s disposable income and employment,open wider to the outside and deepen the domestic reform.Therefore,to achieve high-quality development,the government should give full play to the advantage of the large-scale markets,emerging digital technologies and fundamental innovation,remove berriers to the flow of productive factors,increase investment in basic and fundamental R&D,encourage independent innovations in key areas and promote trade and financial openness at a higher level.
