基于DART模型的我国运动员归化核心利益相关者协调机制研究

摘　　要：运动员归化涉及多层次利益相关者之间错综复杂的关系。核心利益相关者是运动员归化成功与否的关键。以利益相关者理论、价值共创DART模型为基础,运用文献资料、逻辑分析等方法,对我国运动员归化核心利益相关者进行深入研究。结果显示:(1)运动员归化利益相关者可分为核心利益相关者、蛰伏利益相关者和边缘利益相关者三个层次,核心利益相关者主要有归化国、归化运动员、归化运动员原属国、职业体育俱乐部;(2)运动员归化成功是核心利益相关者的共识,在此基础上各核心利益相关者追求自身利益最大化;(3)核心利益相关者间的利益冲突表现在归化国与运动员原属国、归化国与职业体育俱乐部、归化运动员与原属国、归化国与归化运动员之间。在此基础上,运用DART模型和协同治理理论提出我国运动员归化核心利益相关者协调机制:(1)建立利益表达与利益协商机制;(2)建立利益分配与责任分担机制;(3)建立利益保障与利益补偿机制;(4)建立利益监管与利益信任机制。Athlete naturalization involves a complex relationship among multi-level stakeholders, and the core stakeholders are the key to the success of athlete naturalization. Based on stakeholder theory,value co creation theory and DART model,this paper in depth studies the core stakeholders of Chinese athletes’ naturalization by using the methods of literature and logical analysis. The results show that:(1)athletes’ naturalized stakeholders can be divided into three levels:core stakeholders,dormant stakeholders and marginal stakeholders. The core stakeholders mainly include naturalized countries,naturalized athletes,origin countries of naturalized athletes and professional sports clubs;(2)the success of athletes’ domestication is the consensus of core stakeholders. On this basis,all core stakeholders pursue the maximization of their own interests;(3)The conflicts of interest among core stakeholders are manifested in the naturalized country and the athlete’s country of origin,the naturalized country and professional sports clubs,the naturalized athlete and the country of origin,the naturalized country and the naturalized athlete. By using DART model and collaborative governance theory,this paper puts forward the coordination mechanism of China’s athletes’ naturalization core stakeholders as follow:(1)establish the mechanism of interest expression and interest negotiation;(2)establish benefit distribution and responsibility sharing mechanism;(3)establish interest protection and interest compensation mechanism;(4)establish interest supervision and interest trust mechanism.
