全面依法治体与以德治体相融合的中华体育精神弘扬研究

摘　　要：2022年6月,新修订的《中华人民共和国体育法》总则第一条中突出强调“弘扬中华体育精神,培育中华体育文化”,开启了全面依法治体和以德治体相互融合促进的新篇章。研究发现,中华体育精神弘扬面临基础和支撑不足、条件和保障不均、载体发展不充分、后备人才不充足和纪律规范不健全等困境,据此提出了扩大体育群众基础、保障体育资源平等、促进体育均衡协调发展、增强体育后备力量和遏制不正之风等中华体育精神弘扬推进策略。In June 2022, article 1 of the general provisions of the Law of the People’s Republic of China on Sports(2022 Revision) highlighted“promoting the Chinese sporting spirit and cultivating the Chinese sports culture”, opening a new chapter in the comprehensive integration of the rule of law and the rule of virtue and the mutual promotion between the rule of law and the rule of virtue. This study found that the promotion of the Chinese sports spirit faces the difficulties of insufficient foundation and support, uneven conditions and guarantees, insufficient carrier development, insufficient reserve talents and imperfect discipline norms. The study proposes that we should increase the sports population, ensure the equality of sports resources, promote the balanced and coordinated development of sports, enhance the reserve forces and curb the misconduct to carry forward Chinese sports spirit.
