职责同构与地方自主性:我国议事协调机构的设置逻辑

摘　　要：“职责同构”是对我国政府各层级间职能高度相似机构上下对口、左右对齐的职能配置和机构设置模式的经验描述。以推进职能转变和“放管服”改革协调小组为例,聚焦国务院、四个代表性省份及其所辖市,分析三级议事协调机构的职责同构性和地方自主性设置逻辑。研究发现,总体上议事协调机构的纵向职责同构程度逐级递减,结构同构性高于职责同构性;省级和市级表现出不同的同构性特征,省级注重对上同构,便于政策上传下达,市级更多体现本地特色,便于推进政策执行;通过调节结构与职能同构度,地方得以实现职责同构与地方自主性的有机融合。The“isomorphism of role and responsibility”is an empirical description of the functional configura⁃tion and institutional setting mode of highly similar institutions at all levels of Chinese government aligned hori⁃zontally and vertically.This article studies the case of the promotion of functional transformation and the re⁃forms to delegate powers,streamline administration,and optimize government services,focuses on the State Council,four representative provinces,and their municipalities,and analyzes the isomorphism of role and re⁃sponsibility and local autonomy as the logic of setting up a three-level deliberative and coordinating body.It can be found that:on the whole,the degree of isomorphism of the vertical role and responsibility of a delibera⁃tive and coordinating body decreases by levels,and the degree of the isomorphism of structure is higher than that of role and responsibility;The provincial level and the municipal level show different isomorphic character⁃istics—The former pays attention to the upper-level isomorphism,which is convenient for policy transmission from higher to lower levels,while the latter reflects more local characteristics,which is convenient for the pro⁃motion of policy implementation;By adjusting the degree of the isomorphism of structure and that of function,local governments can achieve the organic integration of the isomorphism of role and responsibility and local au⁃tonomy.
